Maximum percentage of grade B or C materials allowed for building exteriors facing collector or arterial streets in commercial districts.
Not promoted to the official baseline.
This cluster is useful evidence for review. It does not drive the budget simulator until an admin confirms the amount against an official source and promotes it.

Maximum percentage of grade B or C materials allowed for building exteriors facing collector or arterial streets in commercial districts.
The primary exterior building finish shall consist of grade A, B, and/or C materials except that the exterior building finish for any side facing a collector or arterial street shall be composed of at least sixty five percent (65%) grade A materials and not more than thirty five percent (35%) grade B or grade C materials only.
Reasoning: This is a rate, not a dollar amount, specifying a zoning/building code requirement.
