B) pay out the amount of banked PTO you are cutting from an employee (i.e. if Employee A has 200 hours banked and the Council caps PTO at 120 hours, since PTO is to be paid out upon separation in good standing, I would advise the Council to pay out Employee A 80 hours worth of PTO.
