The council had been hoping with the last census, the city would meet the population goal of 5,000+ people so the city would qualify for state aid to help fund the maintenance needed for this road, however, that was not the case. After receiving estimates from the city engineer of 1.6 million dollars, with the city paying 50% and the residents on that street paying 50%, the assessment would have been $41,000 per property. That is not acceptable.
