Personnel leave policy clarification (EMB and FTO accrual while using EMB)
Council adopted a policy clarification stating Extended Medical Benefits can supplement staff hours for an injury or illness when the employee cannot work (if EMB criteria is met and the leave continues the same injury/illness), that EMB cannot be accrued while being used, and that FTO will accrue only for actual hours worked while using EMB.

August 2014 meeting schedule change due to election
