Commander Heath reported 166 September calls for service and said Bar None remained a concern because of some juvenile residents. Council directed staff to contact the city attorney about ceasing Bar None operations until a CUP is located.

Consent agenda, claims, resignation, donation, and Heritage Festival fee waiver

Council amended the agenda to move the Heritage Festival storage item out of consent and to pull claims item 191043 from approval. It then approved the remaining consent agenda, including the September 10 minutes, financial reports and claims as amended, Steve Bucholz's resignation, Daniel Breyen's softball-field equipment donation, and the 2020 Heritage Festival facility fee and deposit waiver.

2019 road improvement assessments

Engineer Nelson reported that most 2019 road improvement work was complete, with only minor grass-related items remaining. Council adopted the assessment rolls for Old Viking Boulevard, Meadows of Verde Valley, Rolling Hills, Halas Street, and Garnet Street in one combined motion.

Old maintenance building and garage repair

Council discussed repairing the leaking old maintenance building/garage for cold storage. Some members raised concerns about whether the full roof and siding work should be done now, but Council approved the revised North Country Construction and Remodeling quote of $33,682 and assigned Council Member Blake and Mayor Pilon to work with staff on color selection; Breyen voted no.

Bison Street repairs

Public Works recommended removing the other half of the asphalt on Bison Street before patching and accepting North Valley's patching quote. Council approved both the city maintenance removal work and the North Valley quote for the Bison Street patch.

Anoka County hazard mitigation plan

Clerk Streich explained that adopting the county hazard mitigation plan would have no cost to the city and would allow Nowthen to apply for grants. Council approved both Resolution 2019-61 adopting the Anoka County Multi-Jurisdictional Hazard Mitigation Plan and Resolution 2019-62 participating in it.
